Summary
Leonid Brezhnev was in charge from 1964-1982. People believe that it is his fault that the USSR deterioated because the party's apparatchiks that were left over from stalin reign wanted to go back to old times. He made the Brezhnev Doctrin while he intervened in Czechoslovakia.
